I am installing the heat insulation and new carpet kit. Does the carpet kit need to be completely installed before installing the seat and seat frame?

Yes the seat frame takes up alot of space. And the frame covers the carpet

So the carpet goes down and then the seat frame bolts though the carpet to hold it in place?

Insulation first. Be sure entire floor is covered. The exhaust system really heats up the floor. Then the carpet. Then the seat frame. It bolts through the carpet.
 
consider putting something like dyna-mat or hush mat on the bare metal floor while the interior is apart. look at amazon, i bought he Noico brand. proides both sound and heat reduction. also use a drill bit, heated up very hot with your torch to bore/burn nice clean holes in the carpet and insulation, don't use a razor knife, makes jagged holes.
