1955 Rear Bumper Identification

Some rear bumper cores have two small holes on both sides of center spaced 4-6" apart on the up side. Some cores have these holes and some don't. Anyone know what these are for? Were only some drilled at the factory or is this a field modification?

my guess is a license plate bracket. The license plate was mounted on the right lower side of the bumper. Over the years many cars had modifications that weren’t done like original.

Sorry about previous reply I see that you were questioning the rear bumper. I have never seen this .
