Spots on Windshilds

My windshields looks as though there are dried water spots outside the area where the wiper does not reach, and on the back windshield. I had it professionaly cleaned, and they were unable to rid the windshield of these spots.

Any ideas?

windshields are 2 layers of glass with a plastic sheet sandwiched between. could the spots be inside? are they new?

If they are on the glass, use a clay bar. That usually gets everything off the glass
