Looking for a new or serviceable instrument cluster for a 2003 T-bird. Ours has been to two different shops, and can't be fixed.

What two shops? Did you send to automotive modules?

You have three main options.
1- find one at a junkyard

3- save a search on ebay and buy a used one that becomes available.
