governor?

An important piece of paper flew out as we buzzed down a lonely road this sunny evening. I put 'er in reverse and buzzed back.. it went rum, rum, rum and jumped with each "rum"
I was probably trying to back up at 30+ mph..the car handled well as the sterring/suspension was concerned, but why the rum rum? Is there a governor to limit reverse speed? It did good/normal if I didn't gun it.
Once we got the papers, we went on our merry way, got pushed back in our seats as we accelerated to 60+

I think reverse has the same limiter as at idle... 3,000 RPM
