Detent plate

I am trying to replace the detent plate and the shifter arm, on my 61 Bird, I can get everything except the final plate that the detent plate is attached to, the bushing on the steering post doesn't seem to have a split in it, and I cannot pry the plate up and off the post.
Any ideas ?
