94 Blower motor

My 94 T-bird has a semi-automatic climat control. It is cold out here in Michigan and the blower gives me an occasional 'puff' of hot air. Even if I set the blower on manual-high the fun (can hear it a bit) will barely spin. Once in a while it will 'make an attempt' to speed up for about 2-3 seconds and than slows right down.
Any clues?

I had a 97, but it worked great. I would go to the Ford Dealer and ask the service advisor if they have any Technical Service Bulletins on this problem. If he is not helpful, go to the mechanics in the shop and ask one of them. Usually they are quite nice and willing to help with free advice. Sometimes one will offer to fix your car at your house for a small fee. I guess this is why the Dealer does not want customers mechanics.
