89 SC Fuel pump comes onwith no key in ignition

I've got an 89 SC where the fuel pump will come on even when the car has been setting for days. ( Battery currently disconnected) I also have an issue with the ignition switch that causes me to start the car and then fiddle with the key until I can get it to just the right spot to get the HVAC fan, turn signals and brakes to work. I am suspicious of the ignition module in the column, but are these two issues related? And what can I do to solve them? Thanks! Joe
