62 Tbird - Brackets at Top or Rear Wheel Arch?

I can't find any reference to these brackets which are mounted to the frame, on both sides, at the top of the rear wheel arch - what are they for?

Do you have fender skirts? How are they attahced?

A rubber bumper attaches to them to restrict the travel of the axle.
