57 Bird brake issue

So I replaced the brake pads on the front of my 57. Upon initial pushing of the brake it slows, but when I let of and hit again, it really stops. Is that because I need to adjust the brakes at the drum or is it because I need to bleed them?

first make sure all the brakes are adjusted up until there is a drag on each drum as it is turned. I ususally adjust the shoes so tight it is not possible to turn the drum, then back it off until it has a sloght drag. Then start bleeding the systam, starting with the r/r, l/r, r/f, l/f.
