As a starting point I would check the wiper high/low relay and the wiper run/park relay in the auxiliary junction box under the hood.

I had the same problem. I replaced the relay and fuse, but that didn't work. This cured it: https://www.ebay.com/itm/1742741627...pid=5338236430&customid=&toolid=10001&mkevt=1
