2002 Avatar uploading problem

This may already be on here somewhere but I cant find it ( GenX rant). When I try to upload a pic for my avatar it has the bars flashing in the corner like its uploading but it never does. It just uploaded the pic I'm trying to use for my avatar to this tread no problem. What am I doing wrong? Thanks!

You should see an error message on the page that says "Please provide an image whose longer side is no more than twice the length of its shorter side." in other words upload a square photo.

I uploaded it in the correct format.
