1995 remote keyless entry module help needed

1995 tbird 4.6 keypad on door. My module seems to be stuck in battery saver mode, or is broke. I 've disconnected the battery, tried shorting the two pins to reprogram, but I'm not getting any response. There is voltage to the module on the pins shown in shop wiring diagrams. Any thoughts? I've searched several forums and see a similar module on Ebay

Did you ever get this to work? just picked up a '95 bird, and was wondering what I needed to do to get keyless entry.
