1986 access shift indicator adjustment wheel

Have a 1986 Thunderbird. Wondering if anyone knows how to reach the shift indicator adjustment wheel on a column shift car?

You need to remove the plastic cover that goes around the column.

Thank you. The only thing I found on the web said the adjustment wheel is under the dash.
