1968 - Neutral Safety Switch is loose

Does anyone know if the neutral safety switch is attached to anything more than the steering column tube? Is there some plastic insulator or doohickey under the steering column tube? In the exploded view on 3-5 (Fig 1), it shows BEARING-7347. Would that slide all the way up and be secured by the same screws that hold down the neutral safety switch?
