I can’t get my 66 Thunderbird to roll when I put it in on neutral. No battery in it now, so
starting in not an option. How
Can I get it out of park to push?

Possible the park pawl is broken in the transmission or the shifter linkage is bent or stuck some how. Is the car on a grade? If so, that could make it harder to pull the transmission out of park. If it were me, I'd put a battery in it, start it up, then go from there.
 
Brakes locked or parking brake on? IIRC there is a small lever at the top of the parking brake to release the parking brake if engine not running.
 
Check that you have the correct rims the rear drums and front disks are different, when I got mine they were reversed and bound up. the tow truck had to drag it on.
once they were switched it rolled freely.
