1965 Instrument Supply Voltage

I measure 6.8 volts at the temperature sending unit supply wire.
The gauges read low.

1) Is the supply voltage too high?
2) Would this cause the gauges to read too low?
3) Is there anything to consider when buying a replacement instrument supply regulator?

The car's shop manual says the voltage is supposed to be 5 volts average.
Mine does not pulse, and puts out 6.8 volts at the sensor, or 6.8/5.0 = 36% too high.
Does anyone know IF this will cause low readings for oil, temperature & fuel?
All three are reading low on my wife's car.
