1965 difficult rear seat back installation

I remember struggling with mine. The problem I had was when you hung the seat back on the upper tabs, I could not get the bottom mounting tabs (metal loops) to line up with the holes drilled in the floor pan. Is that what you are seeing? I think I finally got it in by pushing down on the top of the seat back really hard to get the bolts in.
 
The seat backs hook int the mounting tabs from the bottom so you have to push up on the seat backs to get the bolt holes to line up. You could try some sort of a leaver at the bottom of the seat back to pry it up. Is there a gap at the top of the seat back? Maybe it's already up as high as it goes. Maybe take a picture.
 
ah, I remember now, I pried it up with a crowbar to get the lower bolts to go in...
