1964 no power to windows found safety relay bad.

Working on this car is like having an Easter egg hunt you continually keep finding relays. Found so-called safety relay with field broken open on passenger side of firewall. The way I understand relays is they are used to control a shorter heavier wire, larger amperage draw,using a switch with a smaller wire. The so-called safety relay that controls the power windows has the field continually on by the heater blower circuit and the lockout switch on the other side of the relay is fed with the horn circuit. To me this is nuts and besides that the relay cost $120. I see no reason why I can’t bypass the safety relay and run a wire direct from the fuse panel to the lock out switch of power windows. Someone please tell me what I missing here.

You are missing the concept of low draw current to high draw current. Hence the relay. Don't bypass it for any reason. It may sound expensive but versus an under dash fire?? The engineers were not stupid. You call it a safety relay for a reason.
