Lots of troubleshooting steps for this, starting with making sure the switch works!

While you are fixing this, you should read about modernizing your relays-

 
Did it work puting the top up? If so it's probably not the switch. As Biddle noted those mechanisms are very complicated with lots of relays and limit switches. Those relays were not designed to work forever and being mechanical are prone to malfunction especially if not used much. Going to electronic relays may be a wise idea.

Override switch to put top down-console switch then works to put top up
