1963 Heater blows hot all the time

Hi, My heater puts out hot air ALL the time...even with the temp selector on Cold and the blower motor switch off. Even using the shut off valve under
the hood and closing off the hot water to the heater core.

I would get eyes on the valve that controls the hot water flow into the heater core, and see if it is actuating when the temp selector is operated. Might be as simple as a broken vacuum line (if the system is vacuum actuated), a loose connection or the valve frozen open.
