1962 Transmission not upshifting

I noticed my transmission started to show signs that it was delaying in shifting from 1st to 2nd gear. I always drive my car from the D2 position because this is the most fuel efficient.
If you ever noticed there is a green dot above D2 on the shifter and the car starts off in first when this is selected.. Currently, the car will not shift from 1st to 2nd unless I manual shift from D2 to D1. I replaced the vacuum modulator, and that did not make a difference. The fluid is fresh and at the correct level. Any ideas on what can correct this other than a rebuild?

I don’t remember when Ford dropped the kick down linkage and went to a vacuum modulator to control shifting of transmission. Also if said vacuum modulator diaphragm goes bad, engine vacuum will draw transmission fluid into engine.
