1962 Swing away steering engages when in Park

New to forum. I am told that the steering wheel should be locked in place when in the park position. With this being said, why is the swing away engaged when the shifter shows in Park? We have replaced the detent and shifter but still have this issue.

I lift up the shifter and move the steering wheel to the right and let go of the shifter to lock it there. Lift the shifter lever up and slide the wheel back over. Is that how yours work? Dave

From the "oark" position, we should be able to lift the shifter up and swing the wheel to the right where no gears are available. We then should be able to push the shifter to the left and that is when the wheel should lock in park but it goes right to unlocking the shifter again. So , we cannot get the shifter in Park without engaging the swing away part.
