Gas Cap impossible to remove without vice grips, tried new vented cap same problem

I have never heard of that issue. I would look at the mounting points for the cap. Maybe a poor remanufactured filler tube. If you have a Dremel with a carbide bit or just a file to take off just a bit off the outside mounting flange to fit better.
