1959 Fuel filter proper angle

I replaced the fuel filter this weekend and I noticed the fuel filter lays at an angle about 90 degrees from vertical, so that only half the bowl fills up. The bottom half of the filter is immersed in gas the full length of the filter but the upper half seems to be above the gas line as it lays sideways. Is that acceptable or does the entire gas filter need to be immersed in gas. I would think as long as gas is passing through the filter it doesn't matter if it comes in contact with the entire filter, but I thought I'd ask you experts for advice. Thanks.
