Hi there is this flange that I've been trying to remove with no luck and now I'm wondering if this threads on if there is something I'm missing please let me know.

I am not particularly familiar with square birds. I think if you check your shop manual it may have some guidance for you. Sometimes even with bolts removed two parts can be hard to separate after 60 plus years and need a soft mallet to get their attention for breaking the marriage bond.
 
The manual is far from helpful it says there is a bearing locknut but I don't know if that flange is it and all it says is remove. It could be pressed in but I don't know why it looks like and inch and half nut. The wrench slips off when I try to turn it and other models look like they have a plate with 4 screws. I guess I'll try to separate it with a mallet and chisel in Cas its just stuck on there

Have you ever used PB Blaster? It's amazing!

 
In the 58 Shop Manual, Steering Section, Figures 1 & 2 show the lock nut and the bearing adjuster nut which have to be removed in order to remove thee shaft. There are notches in the lock nut to hammer it loose with a blunt punch. The adjuster nut should then be freed up for removal.
