1957 VIN Altered/Discrepancy/Possibly Stolen

Possibly buying at 1957 thunderbird but the VIN under the hood looks to be altered.
The last number is about 1/8" lower than the other numbers and shows signs of 6 vertical razorblade slash marks.
(1 on top, 1 on bottom, 2 in the middle, 2 on the sides) looks like it was glued on after the build.
It this normal or a red flag that its been modified, possibly a stolen vehicle?

Check the stamped vin# on the top of the frame rail , passanger side, below the heater blower motor. It should match the vin on the tag on the fire wall.
 
There are three places where the VIN is stamped on the frame, but the only one you can see with the body on the frame is the one on the top of the right of the frame side member when the hood id open.
