1956, Steering column issue

There is a heavy duty clamp on the steering column at the steering box, I tightened clamp, but it does not winch down tight to prevent column from turning, am I doing something wrong, is there a bushing or other component needed no at the steering box to facilitate tightening? Any help appreciated.

Have you slid the chrome column all the way down to but up against the steering box fit? And do you have the correct clamp?
 
I will have to make sure chrome shaft is seated on steering box. Thanks for the input.
 
The steering gear has a raised notch on it (at the top facing straight up) that the chrome column notch slides over too. Make sure these are aligned before tightening the clamp.
 
I looked for a notch prior, but felt none, it probably wore off and is now part of that large list of mlssing parts that continues to grow on my basket case, but we will make her a lady when it's finished. Tanks for the learned info.
