1955 seat belt installation brackets?

I’m looking to install lap belts in my 1955 and found these brackets behind the seat. They are bolted from underneath and don’t seem to serve any purpose. The outermost ones are too far from the door to be seat belt attachments but the inner ones I wonder if I can remove and use the bolt hole to mount the new belts. Unless anyone can tell me they serve some other purpose. Thanks

Thanks for the confirmation. I still think the outboard brackets are too far inboard. A belt strap attached to them would come up in the middle of the seat. I may just use the inboard ones and drill new holes for the outboard attachments.
