Yes, it can. You'll need to jack up the rear of the car so you can get underneath. Place jack stands under the axle - the axle needs to be supported. They are then easy to replace.

Wouldn’t that depend on whether the shocks also had helper coils? (easier than replacing/re-arching worn leafs). I place ramps under the wheels for access after lifting the axle, then jack up the frame if needed.
