The problem is in a Computer which controls the headlamps. This computer must be replaced. I don't have the part number handy but my search for replacement found a rebuilder for the computers who wants $300 for it. My temporary solution is to run around with high beams on. The lenses are so oxidized that the light emitted is quite low, so nobody is blinded by my high beams at night so far. The "sane" solution I believe is to just bypass the computer and wire it "old school" with just a $17 automotive headlamp wire harness which includes the solenoids.
