Unknown 64 T bird item showing it’s age how do I fix it?

Not known for sure but I believe this is part of my cruise control. It looks like a screen that has foam imbedded in it that has dried up and flaking off. Should I disassemble it if I can, should I scrape the rubber off and vacuum it off? 88FC7540-AFF5-4885-A9A2-E340093F2194.jpeg
