intermittent starting

My 66, with AC and cruise, occasionally and very sporadically will not engage the starter. When this happens, the start side of the solenoid is only receiving 3.8 volts ( measured at that location). ignition switch has been replaced, neutral safety seems to be working ( I'm getting some voltage, not not a full 12 v) Jumping battery side to start terminal engages solenoid and it starts right away. then it may go months without this happening.

Any ideas what to check? I seems to me it would be 12 v or nothing- but that is not the case.
