Cold Weather Start Interlock issue 97 Tbird LX

97 LX Tbird 4.6L auto. When temp goes to 20•F or below car won’t start. Also have hard time getting shifter out of park. Eventually shifter will release and If I move shifter between park and neutral a couple times it sometimes engine will fire. Battery new and starter engages all the time. Fresh gas. Just had start rods replaced in column. Seems to be in ignition interlock. Been to Ford garage with no luck. Starts just fine above 30F and runs like new once it fires. Any ideas will help. Thanks.
