Back up Lights 1963 Hdtop

My backup lights are not working.Have checked the wiring and bulbs.No Luck.Where should I look next

The Neutral safety switch on the steering column? The steering column/shift lever has to be the worst piece of engineering ever installed on a car, and it was used several years and was never recalled. It gets sloppy, can cause the car to jump into reverse by itself, and ever after rebuilding you will find yourself holding up the shift lever to start the car.

Here's what you need to try: have someone else stand behind the car. Shift from park to reverse, to neutral very slowly. Try to determine if, at some point as the lever is moved, the back-up lights come on. If so, the problem is nothing more than the switch adjustment, more likely a sloppy steering column.
 
Otherwise, check out the ground wires if you haven't already done so.
