1988 thunderbird fuel pump

hey everyone,
I have a 1988 thunderbird v8 here and it won’t start. I have 0 psi at fuel rail. It will start for a second with a shot of starter fluid. Could it be anything other than fuel pump? I have also replaced the fuel filter and relay.
When I turn the key on I can hear the fuel pump turning on so I’m not sure. Thanks

You can hear the fuel pump making a whirring noise? Pull the fuel line off the fuel rail and confirm you are getting fuel when the pump is priming after the key is turned. Start there. Careful not to make a mess spilling fuel everywhere.
