1978 Cruise control sets, but gradually increases

The cruise control on my 78 has an issue. You can set the speed but as you travel the actual speed keeps graually increasing. You can set it 55 and in 5 minutes you will be going 65. Would a vacuum leak cause this or would there be another cause?
