generally if you blow a non related fuse it's a ground issue, check all your grounds

After replacing the fuse does it stay intact until the next time you start it with the ignition on?

might be a short in the steering colum wires. or in the wirte loom it self out by the fenders. try taking the bulbs out / all of the turn signals ones, then go from there replaceing them one at a time. then u can trace down the bad grounded out wire.. proply something real simple that is doing this,
