1963 Brake booster installation

I have just installed a rebuilt brake booster on 1963 car and it is not providing any assistance. do not think there is a vacuum leak. Any ideas?

bad check valve? spray brake or carb cleaner around check valve and see if any change in engine revs also around any vacuum connections

Is the rod that protrudes from the new brake booster the same length as the old one? Did you re-bleed the brakes?
