Is this right? I would think that you would want the headlights off with the ignition switch off.

No, lighting has separate power source from battery
 
Actually, more accurately, the headlight switch is the main distribution of power to the car.

You’re probably used to cars built this century, where “automatic” lights turn on or off with the ignition. Many folks historically found their battery dead when they forgot to switch the headlights off when they shut the car off.
