1962 dash lights not working

1962 sports roadster having trouble with dash lights! have power to and out of switch (have tried a new one and no different) and to fuse in and out but not to globes? help! I'm in Aus

Ok doesn’t explain no power to globes when I test them
How does the cluster ground ? Just through mounting screws?
 
I don't know if Aus is Australia or Austria but yeah sounds like a ground issue.
You could run a jumper from a known good ground to the cluster to test that theory.
 
If you say you have power coming OUT of the switch are you sure its on the right pin that goes to the dash lights ? If so and the lights don't light there is a broken connection between the switch and the bulbs.. Hard to say more without a wiring diagram
 
Have you rotated the headlight switch knob clockwise fully to put the dash light bulbs to their brightest? It will help in troubleshooting.
