1960 license plate bulb replacement

I removed the bulb holder from the bumper and the wiring and bulb is still in the chrome holder that snaps back into the bumper. I am a bit timid to pull too hard or twist etc. to get the bulb out. The wiring socket that holds the bulb just spins in the bulb chrome holder. What is the proper way to get to the bulb to replace it?.... I hate to 'strong arm' anything and break it..... PLEASE HELP!

Push in, turn counter clockwise. If bulb is corroded, try little WD-40 or Amsol M&P
