Can someone please pinpoint the location of the 30 amp circuit breaker. In the Electrical Manual it appears that it is under the dash on the firewall. I can't find it. Or is it on the ledge between the dash and the firewall? If so, can it be accessed without removing the instrument panel?

I have no personal experience with this, just passing on what I've seen. The attached photo shows where the circuit breakers are located. There is one for the windows and may also be one for the seats. Not the best photo but I would assume the photo was taken with the dash in place so you should at least be able to see them with a flashlight. I think they are near the centerline of the car.
You may also find the info in the other photo useful. If you are looking for the circuit breaker because you think it is bad because it won't reset after you fixed the short be aware of how they work. To reset them you have to disconnect the battery, or at least the power that goes to the input side of the circuit breaker. If you replace them be sure and use the same non-recycling type.

If you can't find the breaker there is the possibility that a prior owner rewired the car and put a fuse someone in the wiring that feeds power to the windows.
 
I think I have located the breaker in question. Actually I located3 breakers in the location in your picture. Two of the breakers must be for the dial a matic seat. Although I can't get a good visual of the breakers, I was able to put a voltmeter on each terminal and got 12 volts. So the breaker should not be the problem. The problem with the windows occurred while I was replacing my door panels. When checking the windows before installing the door panels, each window went up about 2 inches and stopped. I know I need 1 new switch, so I will wait for it to arrive before I do anything else. Thanks again for your assistance.
