Is there a flasher unit somewhere, or is it all contained in the blinker stalk module?

Try This

I have a 97 Thunderbird LX(V8).

I brought it used and I found a lot of dashboard lights that would stay on after starting it.
The reason was that the ignition was turned to far forward.
I positioned the key by turning it backward toward me and all of a sudden the lights went off.
Also I had to replace the starter prior to having the ignition turned to far forward, which cost me almost 200.00.
Give it a try, positioning your ignition.
