My seat belts were pretty dirty so I stretched them out, clamped them off so they could not retract, laid them on a portable work surface, wetted them down with a hose, then scrubbed hard on both sides with a scrub brush and convertible top cleaner (no bleach), rinsed with the hose and left them to dry in the sun.

They came out much improved but here's what also happened. They now retract smoothly and fully whereas before they had to be hand fed into the retractor. I'm not sure why this happened but if you have the same symptoms, give it a try.
I figured it out I think after some close observation. The seat belts were actually sticky (yuk) and would not slide smoothly through the seat back guides. Car spent 18 years in Southern Calif. so I figure it was a mix of sun tan lotion, make up and sweat! Problem solved.
