1962 Fuel pump question

My car started and ran perfectly but the last few starts I have had to put gas in the carburetor to start it. The 2 fuel injectors did not squirt fuel in to the carburetor. The carb (new Holley 600 cfm) is 3 years old and doesn’t leak fuel. The car was sitting for 2 weeks but in the past it would start right up. I have a clear fuel filter and after shut down with a hot engine I could see the fuel leak back into the pump. Should it leak back into the pump? Does it have a oneway check valve?

Usually fuel will stay in the bowls but may evaporate over a long time of non-use, even then the fuel pump should load up the carb in 4-5 seconds so it starts. I rebuild carbs and put them on the car bone dry and it never takes longer than that for the engine to fire off. Might pay to check the fuel pump volume AND pressure (they are two DIFFERENT things), any $18 vacuum gauge will let you do the test.
